The Regulators

I have an edition of The Regulators that I know is not a true 1st edition, however I am curious as to what edition it is. It is not a book club edition as it has a price on the dust jacket of $32.99 ( only price listed). It has the numbers 1 3 5 7 9 10 8 6 4 2 on the cover page along with “first published 1996”. Publisher says Viking Penguin Books Canada Limited On bottom of back dust cover. Is this a newer edition published in Canada?
